Regular meeting of the Otselic Town Board on March 15, 2023, 7:00 p.m., Town Hall, South Otselic, New York
Present: Marjorie Davis, Supervisor; Sadie Allen, Darryl Fox and Jay Graham, Town Council; Louise Perry, Town Clerk
Absent: Charles Bishop, Jr.

Minutes from the February 14, 2023 Regular Meeting and Public Hearing and the Special Meeting with the South Otselic Water District Advisory Committee on March 9, 2023 were distributed. Motion by S. Allen and seconded by J. Graham to approve the minutes. CARRIED
S. Hite stated that there will be a Grace Brown exhibit in the Town Hall on Fishing Heritage Day. Someone will be with the exhibit all day so it will be supervised.
There was further discussion about investing some savings account funds. Supv. Davis received CD rates from NBT Bank. There was a question as to whether the ARPA funds can be invested.
Supv. Davis shared a letter from the Town of Hempstead Supervisor concerned that recent proposals from Gov. Hochul to combat the housing crisis could involve NYS overruling local zoning regulations. There was an email from the Dept. of Public Service regarding a virtual hearing re: availability of broadband on March 21. This information will be forwarded to Michael Foor-Pessin.
J. Graham stated that he has heard complaints about the snow piled at the gas station corner blocking vision for drivers. Supv. Davis will speak with the gas station owner.
S. Allen stated that there is not an animal abuse officer in Chenango County and would like to see the County establish the position.
DCO J. Kisner reported that he had 3 lost dog calls. None of these dogs were microchipped. He suggested organizing a microchip clinic. The Board suggested that the enumeration be completed first.
Motion by S. Allen and seconded by D. Fox to table any action on Local Law #1-2023 Subdivision Regulations until the April meeting. CARRIED
D. Fox will speak with the Town of Georgetown Supervisor regarding their Comprehensive Plan process. He will also discuss with Code Enforcement Officer C. Freeman about becoming licensed.
Resolution #2-2023 Retaining an engineering firm for South Otselic Water District upgrade project Offered by- D. Fox
WHEREAS, the South Otselic Water District (SOWD) is in need of a major improvement project with many component parts of the system needing repair or replacement;
AND WHEREAS, a sum of money has been secured through grants and no interest loans;
AND WHEREAS, advertisement for an RFQ for potential qualified parties has been duly and properly advertised;
AND WHEREAS, the lone respondent has been duly interviewed by a selection committee comprised of the town board and the SOWD advisory committee on March 9, 2023;
AND, on the recommendation of the above referenced committee,
BE IT RESOLVED, that Dodson & Associate Consulting Firm, PLLC be retained for the proposed SOWD system improvements as the consulting firm for this project.
AND BE IT FURTHER RESOLVED, that upon completion of all necessary paperwork, that a contract between the Town of Otselic, in conjunction with the SOWD and Dodson & Associate Consulting Engineer, PLLC be signed.

Motion by S. Allen and seconded by J. Graham to pay the fees for D. Fox to attend the training for Water District Superintendent. Aye votes: 3 M. Davis, S. Allen, J. Graham; Abstain: 1 D. Fox CARRIED
A letter was received from the NYS Comptroller’s Office asking the Town Board to audit Justice K. Moyer’s books and to submit a report by March 31, 2023.
Motion by J. Graham and seconded by D. Fox to appoint Cynthia Hubbard as a Summer Recreation Leader. CARRIED
Motion by S. Allen and seconded by D. Fox to declare as surplus the HP printer just replaced from the Clerk’s office, two computers, a shredder, an electric panel, and multiple items upstairs in the Town Hall including windows, a counter top, tables, etc. CARRIED The Board will consider the best way to sell these items. The Towns of Lincklaen, Pitcher and Otselic are still considering scheduling a joint Garage Sale Day.

Comments
