Regular and Organizational meeting of the Otselic Town Board on January 10, 2023, 7:00 p.m., Town Hall, South Otselic, New York
Present: Marjorie Davis, Supervisor; Sadie Allen (arr. 8:15), Charles Bishop, Jr., Darryl Fox and Jay Graham, Town Council; Louise Perry, Town Clerk

Minutes from the December 13, 2022 regular meeting and December 28, 2022 end-of-year meeting were distributed. Motion by D. Fox and seconded by C. Bishop, Jr. to approve the minutes. CARRIED
Sarah Hite, on behalf of the Otselic Valley Fishing and Heritage Association, requested use of the Town Park and Town Hall for Fishing Heritage Day, May 20, 2023, 9:00 a.m. – 4:00 p.m..
Michael Sheridan announced a celebration of the South Otselic Historic District planned for July 8, 2023, 1:00 p.m., to include placement of a historic plaque in front of the Ford House, entertainment and light refreshments. He hopes that Town Board members will participate.
The Town Clerk shared information about a broadband survey. She distributed her annual report for 2022 to the Board. She has a planned meeting next week with Heather Cristofaro and Terry Foor-Pessin to finalize the website.
Motion by J. Graham and seconded by C. Bishop, Jr. to accept the Town Clerk’s annual report for 2022. CARRIED
Supv. Davis gave a recap of 2022 listing several new businesses, and gave thanks to the Town Board and Town Clerk. A letter was received from the Lincklaen Town Board and Highway Superintendent thanking the Town of Otselic Highway Department for their assistance during the recent changeover of their Highway Superintendent.
The Public Hearing for Local Law #1-2023 Subdivision Regulations will be held at the next regular meeting February 14, 2023, 7:10 p.m.
In March, there will be continued discussion about land use issues, the Right-to-Farm Law, solar farms, and developing a comprehensive plan.
Supv. Davis announced notification from the NYS Department of Health awarding a grant of $2,981,300. from the State Revolving Fund and an interest free loan of $1,277,700. for the South Otselic Water District project. This will include new water mains, a back-up well and repairs to the water tank.
Motion by C. Bishop, Jr. and seconded by J. Graham to authorize Supv. Davis to acknowledge this funding and accept the award. CARRIED
The next step is a legal notice requesting engineering qualifications from interested companies. Motion by J. Graham and seconded by C. Bishop, Jr. to run this legal notice (request for engineering qualifications) for 5 days, the week of February 6 in The Evening Sun. CARRIED
The SEQR letters have been sent to all involved agencies. A public informational meeting will be held after an engineer has been hired.

There was a discussion about a financial director position but any action on that issue was tabled.
M. Foor-Pessin thanked the Board for progress on the water district project and stated that residents should be grateful for the cooperation of government agencies to enable the district to move forward.
